Medium combustion plants: ENVI excludes non-road mobile machinery

The European Parliament ENVI Committee voted to excuse non-road mobile machinery as defined in Directive 97/68/EC from the scope of the Directive on the limitation of emissions of certain pollutants into the air from medium combustion plants (MCPD, COM (2013) 919). CECE and CISMA inspect compliance of exhibited machines

INTERMAT -- CECE and its member CISMA, the French association of construction machinery manufacturers, checked around 45 booths at Intermat to see if the exhibited machines were compliant with EU rules and found seven to show equipment at fault. The inspection delegation included a Paris court bailiff and a representative from the fair organisers. CECE makes case for replacement engines provision

BRUSSELS -- Discussions in Parliament and Council on ‘Stage V’ presently focus mostly on the modalities under which a provision can be re-included to allow replacement of engines that can’t be repaired with a like-for-like emissions stage engine. CECE believes that a time limitation should be avoided, in particular for large, high-value machines that have a long operational life. Study on revision of the Outdoor Noise directive started

BRUSSELS -- The European Commission has given the contract for the new study into the limit values and scope of the EU Outdoor Noise directive – 2000/14/EC – to the so-called ODELIA consortium, consisting of TNO (Netherlands) in the lead plus TÜV Nord (Germany) and Imamoter (Italy). Conclusions in Oeko Institut study support industry case on RoHS

BRUSSELS -- The German Oeko Institut has found inconsistencies in the definitions used for NRMM (non-road mobile machinery) in the regulation on engine emissions (97/68/EC) and the directive for restricting the use of hazardous substances (RoHS 2, 2011/65/EU), and points at the economic impact of the discrepancies. Study on Road Circulation now started

The EU-commissioned study on the harmonisation of safety requirements for Mobile Machinery travelling occasionally on the road, conducted by Ecorys, an international company providing research, consultancy and management services, has now started mid March. CECE had its first contact with the Ecorys team and our view on how to fill this gap in the Internal Market due to a lack of harmonization in this field was explained.
