The Challenge The European Construction Equipment Industry is most regulated in its home market and whilst to date this has been largely beneficial, the sector is increasingly being affected by new policy objectives. These, for example, affect the use or the supply of parts and materials for the manufacture of construction equipment. Whilst not being specifically targeted, the European Construction Equipment Industry is burdened with understanding and eventually complying with objectives which have not always been drafted to take account of specific sectorial needs. The CECE PositionEuropean policy objectives have to be aligned with the needs of the companies affected by them if investments in facilities in Europe are to continue. Higher costs, expanding innovation and globalisation have stimulated the development of a long-term strategic vision for those policies which affect the development and competitiveness of the European Construction Equipment Industry. CECE makes a number of recommendations to political and non-political stakeholders aimed at enhancing the industrys global status and sets objectives for improvements in regulation. CECE intends that each of its recommendations be central to future policy making and that, with long-term commitment, these efforts will help to ensure the success, competitiveness and leading position of the European Construction Equipment Industry in the worldwide marketplace. In the area of better regulation CECE recommends clear and unambiguous policy definition and vision, the continued application of performance orientated requirements, the alignment of social directives with those applying to manufacturers, comprehensive impact assessments and considered timing of new instruments. Other more specific recommendations are captured within the respective challenges identified in this brochure.
