CECE High-Level Group addresses industry, cybersecurity and EU legislation

The CECE High-Level Technical Policy Advisory Group (HLTPAG) met in Brussels on 7th October 2026 to discuss EU industrial policy, cybersecurity, decarbonisation and the future of EU product legislation. The meeting was chaired by HLTPAG Chairman Eugen Schobesberger (Liebherr), with Vice-Chairman Stefan Forkert (Bomag) also present.

Industrial policy and competitiveness

Members received an update on the Industrial Accelerator Act and discussed measures to strengthen European competitiveness and reduce strategic dependencies, including in raw materials.

Cybersecurity and the Cyber Resilience Act

Members highlighted the importance of timely standards, legal certainty and practical implementation of cybersecurity requirements for machinery. They also discussed challenges related to support periods and ongoing work to address industry-specific needs.

Decarbonisation and sustainability

Members received an update on ongoing work related to product carbon footprints, energy use and emissions measurement for machinery. The group also discussed national decarbonisation initiatives and recent research on electric non-road mobile machinery.

Regulatory developments and the European Product Act

TC Chairman Stefan Nilsson gave an overview of the EU simplification packages, from Omnibus IV, expected to be published by the end of 2026, to the AI Omnibus and the Environmental Omnibus. He also reported on CECE’s advocacy on the Batteries Regulation and the Waste Framework Directive, including derogations for replacement batteries for non-road mobile machinery and the discontinuation of the SCIP database.

Federica Boledi (Orgalim) then presented the upcoming European Product Act, which will revise the New Legislative Framework, the Market Surveillance Regulation and the Standardisation Regulation. She noted that any change at framework level, such as to the definition of substantial modification or to conformity assessment modules, would directly affect all product legislation, including the Machinery Regulation. CECE will follow the file through Orgalim, with particular attention to market surveillance.

Looking ahead

The discussions will feed into the CECE Congress 2026 in London on 27–29 October. The next HLTPAG meeting is scheduled for April 2027.
