CECE meets DG GROW to discuss postponement of cyber requirements in the Machinery Regulation

On 22nd January, CECE met with the European Commission’s DG GROW – Unit H2, including the newly appointed Head of Unit (Ms. Ana Xavier) and members of her team, for a dedicated face-to-face exchange introducing the construction equipment sector and its ongoing priorities.

The meeting gave us the opportunity to engage in an in-depth discussion on the joint position paper cosigned by several industry associations, including CECE, calling for a postponement of requirements 1.1.9 and 1.2.1 under the Machinery Regulation.

During the exchange, CECE outlined the critical relevance of this request for the sector and highlighted several key concerns:

  • Double compliance costs OEMs would face if the current deadlines are maintained.
  • The heightened vulnerability of SMEs, which risk disproportionate impacts compared to larger manufacturers.
  • The impossibility for the relevant standards to be ready on time, creating uncertainty and uneven interpretation.
  • The severe shortage of cybersecurity experts on the EU labour market, making compliance efforts particularly challenging across the industry.

The Commission heard the concerns presented by CECE and the cosigning associations.

CECE will remain actively involved with DG GROW and other stakeholders, complementing this engagement with continued advocacy, dissemination activities and practical input to help shape viable solutions, while also engaging with other affected associations to broaden support; following publication, a few organisations have in turn contacted us to join the effort.
