CECE presents new Market Surveillance Brochures to the European Commission
On 17th September CECE’s Secretary General Riccardo Viaggi and Health & Safety Policy Manager Martina Griffo met with the European Commission’s DG GROW Market Surveillance Unit, including the new Head of Unit, Felicia Stoica, and her team. online platform that will make these documents widely accessible.
Developed by CECE experts, the brochures provide authoritative guidance on the compliance of specific categories of construction machinery with EU legislation. They are designed as practical checklists for customers, users, customs officials, and market surveillance authorities—clarifying regulatory requirements, highlighting key inspection points, and identifying where missing information could signal non-compliance.
The discussion covered CECE’s continued commitment to ensuring that only compliant machines circulate within the Internal Market. CECE highlighted industry concerns about unfair competition and the risks to user health and safety posed by non-compliant machines, the obstacles to effective market surveillance and presented solutions ranging from the new brochures to the organisation of targeted seminars. This engagement is part of CECE’s broader collaboration with key stakeholders, including AdCo, the Machinery Expert Group and consumer associations.
The European Commission welcomed CECE’s initiative and encouraged CECE and other stakeholders to participate in the upcoming evaluation and impact assessment of the Standardisation Regulation 1025/2012, as well as the NLF and Market Surveillance Regulation. A proposal is expected in Q3 2026, with a public consultation on NLF and market surveillance scheduled for mid-October this year.
