CECE works to keep EU legislation on outdoor noise in check

In April 2019, CECE published its position on the upcoming revision of the Directive 2000/14/EC on the noise emission in the environment by equipment for use outdoors (OND).

The document represents the effort of CECE members to provide the European Commission with a glimpse of the reality of the construction equipment sector. It reacts to the Outdoor Equipment Noise Limit Assessment (ODELIA) study report and the evaluation and impact assessment reports of the Outdoor Noise Directive (OND).

The main focus is to determine if the proposed ODELIA study scenarios are viable for the industry or if there is need to propose any modifications to take into account the current state of the art of the equipment.

For that matter, the paper contains detailed tables with specific proposals for 9 CECE related equipment types. Namely, Equipment nr 8: Compaction machines; equipment nr 11: Concrete or mortar mixers; equipment nr 13: Conveying and spraying machines for concrete and mortar; equipment nr 17: Drill rigs; equipment nr 28: Hydraulic hammers; equipment nr 42: Piling equipment; equipment nr 55. Truck mixers; equipment nr 102/103: Mobile sieve installations & Mobile waste breakers

Furthermore, the document includes the point of view of CECE members relating to questions about the methodology used by the ODELIA study, indicating which equipment where process noise is predominant in comparison to machine noise, new test codes for equipment, questions about the technical feasibility and investment to reduce noise levels.
