CECE replies to the public consultation on Horizon Europe

The research and innovation framework programme “Horizon Europe” was agreed by the European Parliament and the Council in April this year after several months of negotiation.

A Strategic Plan of Horizon Europe will now be prepared by the European Commission. The strategic plan will identify the targets and the priorities for the first four years of Horizon Europe (2021-2024), including the identification of partnerships and missions.

In preparation to this Strategic Plan, the European Commission seeks inputs from the stakeholders  in the so called co-design process of Horizon Europe. For this purpose, a public consultation has been organised.

CECE will submit its response to the public consultation. CECE welcomes the proposed 'partnership on the Built Environment and Construction, however, the scope of this partnership should not be limited to the decarbonisation of buildings and the built environment. The scope should be extended to cover the digitalisation of construction, which is a priority for our sector.  

The co-design process will also include the debates during the European Research and Innovation Days in Brussels from 24th to 26th September 2019. A dedicated implementation strategy is expected to be finalised at the end of 2019, timed in conjunction with the adoption of the Strategic Plan. The implementation strategy will cover, among other aspects, the organisation of calls, evaluation of proposals, grant agreements and project management. There will be a separate consultation this year on these practical issues which need to be put in place to help deliver the objectives of the new programme.
