CECE welcomes Annex III Outdoor Noise Directive update

The awaited update to Annex III of the Outdoor Noise Directive (OND) has been officially published last week.

The European Commission Delegated Regulation (EU) 2024/1208, amending noise measurement methods for outdoor equipment, was published in the Official Journal of the European Union (OJEU) on 2nd May 2024. It will allow reliable up-to-date data to be gathered for determining new noise limits for machines used outdoors, with the overall objective of limiting noise at source.

The Delegated Regulation enters into force 20 days after publication (22nd May 2024) but will only apply starting 22nd May 2025. If manufacturers use methods from the previous Annex III version to determine the sound power level, they must record data relative to measurements performed using both methods. National authorities and notified bodies must accept technical reports of noise measurements for equipment models that were first placed on the market or put into service before 22nd May 2025, for conformity assessment and technical documentation requirements until 22nd May 2028.

It's important also to note a minor editorial error was identified in the formula for sound power level (LWA) on page 4 of the final text. The mistake lies in formatting, where the parts which were meant to be exponents (upper script) have been left at the same level of the bases (standard text). The formula appears to be incorrect compared to previous versions. We expect the EC to issue a corrigendum to address this mistake soon.

Through extensive communication and collaboration with policymakers, CECE is also proud to see all its suggestions reflected in the final text of the revised Annex III. The new methods are expected to bring more accurate and reliable noise measurement, benefiting both manufacturers and regulators. We recommend familiarising yourselves with the new Annex III methods and stay updated on any potential corrigendum regarding the LWA formula.
