JTLM 2026 – Global coordination intensifies on chemicals, digitalisation and machinery regulation

The 36th Joint Technical Liaison Meeting (JTLM) took place on 2-4 June 2026 in Dallas, Texas, hosted by AEM. Building on the strong momentum of previous editions, the meeting once again brought together leading international experts to exchange views on regulatory developments and collaboration 

Participation remained broad and highly engaged across regions, although Australia was not represented this year and China contributed with written materials. Discussions nevertheless reflected a solid level of global coordination among the participating associations. 

Core machinery regulatory developments
As in previous years, machinery-related legislation remained a central pillar of discussions. Updates covered the EU Machinery Regulation, Radio Equipment Directive, the new Omnibus IV, the Non-Road Mobile Machinery Regulation (EU 2025/14) and developments of product legislation in other jurisdictions including North America, Japan, Korea and India. On standards, presentations provided a comprehensive global overview, covering European work in CEN/TC 151, extensive North American and Asian developments, with a strong focus on ISO technical committees shaping construction equipment standards worldwide. 

Growing focus on chemicals and circular economy
Chemical regulation featured prominently throughout the agenda, confirming its increasing relevance for the sector. Participants discussed major EU initiatives such as the upcoming PFAS restriction proposal under REACH regulation, and updates on the POPs Regulation, as well as global developments including U.S. PFAS reporting obligations and risk assessments under TSCA.  

The exchange also covered circular economy aspects, including the implementation of eco-design requirements under ESPR and broader efforts to harmonise information sharing across the supply chain. A dedicated global discussion explored how industry can align positions and share information more effectively across regions. 

Digitalisation and cybersecurity take centre stage
Digital topics were another major focus of JTLM 2026, reflecting the fast-evolving regulatory landscape. Participants were updated on the implementation of the EU Data Act and the Artificial Intelligence Act, includinglatest developments on high-risk AI obligations and targeted amendments proposed under Digital Omnibus on AI.  

Cybersecurity requirements were also widely discussed, in particular in relation to the Cyber Resilience Act and parallel developments in the United States. These discussions highlighted the increasing importance of secure and interoperable digital solutions for modern construction equipment. 

Looking ahead
In addition to regulatory updates, the meeting provided an important platform for strengthening international cooperation and identifying common challenges. As regulatory complexity continues to increase - particularly in the areas of chemicals and digitalisation -the role of JTLM as a forum for global dialogue remains essential.  In accordance with the JTLM rotating system, the next JTLM will take place in March  2027 (tentatively) in India, hosted by ICEMA.
