JTLM 2025 – Global technical experts unite to navigate evolving sustainability and digital regulations

The 35th edition of the Joint Technical Liaison Meeting (JTLM) – the key annual event for international coordination in the Non-Road Mobile Machinery (NRMM) industry – took place on 2-4 April 2025, in Innsbruck, Austria. Hosted by CECE, this year’s JTLM brought together 60 leading technical experts from across the globe, reaffirming the meeting role as a cornerstone for global regulatory dialogue and collaboration.

With large representation from CECE member companies, national associations, and international partners from North America, Japan, South Korea, India, and Australia, the 2025 edition focused on some of the most critical regulatory developments shaping the industry.

Sustainability at the Forefront
Environmental and sustainability legislation featured prominently on the agenda. Discussions covered the latest updates on the EU Batteries Regulation, deforestation-related due diligence requirements, evolving chemical regulations, and CECE’s decarbonisation strategy. These topics reflect the sector’s shared commitment to sustainability and the importance of coordinated responses to complex regulatory demands.

In line with the meeting main theme, the experts tackled the machinery products compliance with major EU initiatives for construction equipment, including the EU Machinery Regulation, the new NRMM Road Circulation Regulation, and the revision of the Outdoor Noise Directive. Additionally, the latest EU digital policy developments introducing new obligations for construction machinery manufacturers were also addressed. Key legislative changes, such as the Data Act, the new Cyber Resilience Act and AI Act were discussed for their impact on the NRMM industry when it comes to industrial data, cybersecurity requirements, and integration of AI systems.

Harmonising Global Standards
Additionally to the regulatory updates, the group reaffirmed its commitment to international standardisation activities. Ongoing cooperation on technical standards remains a fundamental pillar of the JTLM’s work, facilitating global alignment and smoother market access.

Looking Ahead
The JTLM community reflected on last year’s successful edition in Tokyo, hosted by Japan’s Construction Equipment Manufacturers Association (CEMA), and discussed how to further enhance global in-person representation in future meetings. In accordance with the JTLM rotating system, the next JTLM will take place in April 2026 (tentatively) in the US, hosted by AEM.
