CECE High-Level Technical Policy Advisory Group meets in Pfullendorf, Germany

On 13th March, the CECE High-Level Technical Policy Advisory Group (HLTPAG) met to discuss market surveillance, decarbonisation, the EU Data Act and the expected policies from the new European legislature. The group was kindly hosted by Thomas Tilly and his team at the Kramer-Werke factory in Pfullendorf, Germany.

Chaired by Eugen Schobesberger, Liebherr, the meeting’s agenda consisted of the most pertinent topics for the industry with presentations from HLTPAG members and guest speakers. Participants were first briefed on upcoming CECE events: the CECE Manifesto launch and CECE Congress 2024, which will take place from 23rd to 25th October in Madrid, Spain. Following this, the group dove into the issue of market surveillance and non-compliant machinery circumventing inspections and circulating on the EU market. This poses a loss of competitiveness and threat to worker’s safety and, especially with the upcoming EU elections, the question of how to address this is an important one.

The HLTPAG then discussed ongoing decarbonisation and sustainability activities, starting with an exploration of the reduction of CO2 emissions in specific use-cases and the continued central role of the 4-pillar approach in structuring and facilitating the transition to net-zero emissions. Participants were also provided with a report from the new CECE Decarbonisation Task Force, as well as an overview of the UK call for evidence on decarbonisation of non-road mobile machinery (NRMM).

The next point on the agenda was a bilateral discussion with the first guest speakers welcomed to the meeting, the group of 7 European cities and authorities part of the new multiannual programme of the “zero-emission construction sites” branch of the Big Buyers Working Together initiative. Led by the City of Oslo and managed by Eurocities (the European association of cities), the group engaged with HLTPAG in an insightful dialogue regarding the use of public tendering to decarbonise construction activities.

HLTPAG members were then invited on a tour of the Kramer-Werke factory, after which they re-grouped for an update on CECE’s technical and regulatory work – presented by the Technical Commission Chairman, Stefan Nilsson –  with specific reference to the Data Act, Cyber-Resilience Act and Outdoor Noise Directive. Finally, the group welcomed the last guest speaker – Jason Malcore, technical expert at the US Association of Equipment Manufacturers (AEM) – who presented the most recent plans by California to regulate engine emissions in the state.
