CECE welcomes broad support for the harmonisation of road circulation requirements
Last Thursday 6th May, CECE participated in the European Commission’s (EC) Workshop on Road Circulation for Non-Road Mobile Machinery. The main goal of the meeting was to discuss the possible technical requirements and policy architecture for a future legislation harmonising the road circulation requirements for mobile machinery.
During the meeting, the EC informed Member States and industry stakeholders that they progressed substantially on the file. Participants showed a broad support for the future legislation, which would simplify the placing on the market of mobile machinery in different EU countries. Today, mobile machinery manufactures wishing to export to different EU Member States, face different legislations on road circulation, having to adapt their machines to potentially 27 different legislative frameworks.
The new legislation would simplify the procedure, according to the EC, the way forward would be to develop a simplified EU type approval system, where the manufacturer would be allowed to self-certify certain systems and national authorities would be responsible for issuing the EU type-approval certificate for the machine.
CECE has been working together in the so-called Industry Task Force (ITF) on Road Circulation with other industry associations dealing with agricultural machines, material handling, garden machinery and municipal equipment. Since May 2021, CECE is holding the ITF Secretariat for the next twelve months, with the main task of following-up the discussions that took place during the EC Workshop and ensure the continuation and timely publication of the future proposal.
